President
Rick founded Felice Development Group in 2016, where he is responsible for firm’s strategic planning, oversight of all development and construction management projects, and is instrumental in all transaction negotiations. Under his leadership, FDG is involved in several high profile residential and mixed-use projects. Rick has over 26 years of construction and development experience, which he utilizes to lead all phases of development from site analysis, entitlements, transactions, design, and construction. He takes a proactive and creative approach to add value through creative transaction strategies and thoughtful design, while applying his vast experience in construction methods.
Previously, Rick served as Vice President of Operations at McCullough Construction where he was an integral component to the company’s overall growth from $5M to $200M in annual revenue over his 16-year tenure. In Rick’s 26 years of experience, he has delivered a wide array of multifamily construction types and developments, including more than 3,000 Type I units, over 2,000 Type III/V units, and 2M square feet of commercial construction, as well as an extensive portfolio of historic renovation projects.

Larry has over 30 years of development experience in the DC metro area. Prior to joining FDG, he was Vice President/Company Officer for a leading DC developer where he was a key contributor to many complex mixed-use developments in the region. His project portfolio consists of more than 2,000 completed units and 100,000 SF of tenanted retail space in the DC metro area. At FDG, Larry focuses on building a portfolio by identifying new opportunities through his network, relationships, and off-market leads. He is involved in all facets of residential/commercial development including, site identification, acquisition, project design, entitlements, construction supervision, consultation, and relationship management.

Jason Vann
Senior Construction Manager
Jason has been in the construction industry for nearly 20 years, overseeing project field operations including schedule, quality control, and safety, as well as managing subcontractor scheduling, coordination, and scope of work to ensure successful project completion for company projects. He worked closely with developing and maintaining CPM schedules to deliver on time and within budget, assisting in subcontractor scope review and contract buyout, and design coordination between subcontractors, third party consultants, and design teams.
For FDG, Jason brings his depth of knowledge into managing design phase activities, including estimating, procurement, and value management propositions, as well as managing construction execution and delivery. He is thoroughly familiar with construction information processes, documenting/tracking progress, contractor supervision, and coordination, reviewing schedules, negotiating change orders, budget control, administering quality assurance, and closeout processes. Jason offers experience developing relationships with third-party contractors to ensure the most cost-effective, successful project completion.

Senior Development Manager
Hermon Jayne has more than 18 years of experience in the construction and real estate development industry. He has supervised and managed the construction of multiple large-scale, mixed-use projects from the ground up to completion. In addition, Hermon has experience in redevelopment of existing properties from retail and office to residential multi-family use. He has established and maintained a highly professional network with industry leaders, building strong productive relationships with Owners, lenders, GCs, legal teams, 3rd party & design consultants, subcontractors/vendors, marketing teams, government officials, and safety.
Currently, Hermon offers expertise in all phases of construction, including preconstruction/estimating, purchasing and constructability, as well as management of construction execution such as Owner communications, budget control, managing change orders, payment applications, and third-party contractors. He has consistently proven to be instrumental in meeting critical project milestones and goals. Hermon’s expertise also provides the knowledge needed to inform development oversight and management.

Chief Communications & Operating Officer
Diane offers more than 18 years of marketing and design expertise, with experience working in both the private and public sectors, including large healthcare systems, public school districts, and a major public relations/advertising firm with national clients such as Kellogg, Hershey, and Unilever. At FDG, she oversees all company branding, marketing, communications, strategy and implementation, as well as human resources, technology, and operational functions to support the company’s rapidly growing business. Diane contributed to the establishment and growth of FDG, gaining knowledge in all aspects of real estate development and construction. She continues to develop, implement, and manage many organizational initiatives and programs to ensure FDG’s successful daily operations and continued expansion.
